Resident working visas have to be requested by the employers in Peru . Once it has been granted by the Peruvian immigration authorities, a yearly working visa can be issued.

If you travel as a tourist you can not change your condition to resident. You could wait for the visa to be granted and then let the authorities know which country you have chosen so that they can send the authorization to the Peruvian Consulate in that country (could be any of the neighboring countries). They would then issue you with a working visa and you can re enter Peru as a resident.
